難しいですねえ、commuterが、まず分かりません。
repair　も修理かどうか？

alternative などは知って置かなくてはならない単語かもしれませんが、浮かんできません。

ふだん黄色と赤の路線を利用しているどんな人たちも、駅と下町との間で、テンポラリィなバスシステムをセットアップするのを使うかもしれない。
set up はどう訳すか？
useのあとにつづく、原型不定詞？。そんなのはあったかどうか。
それともthe temporary ・・set up　が一連の名詞？

緑の路線の通行人は、とても不運です。その路線については、バス・サービスはないからです。

完璧にわかりませんでした。最後の一文より、道路交通問題のことを論じているようだということが分かります。
